Director, Knowledge Mobilization (Level 8)
Background
Created in 2007, the Canadian Partnership Against Cancer (“the Partnership”) is an independent organization funded by the federal government to accelerate action on a national cancer control strategy. The Partnership collaborates with a variety of experts, organizations and stakeholders across the country to harness the best of what is working well to control cancer and to effectively implement this strategy coast to coast. We share with our partners the common goals of reducing the risk of cancer, lessening the likelihood of Canadians dying from cancer and enhancing quality of life for those affected by cancer. With funding for a second five‐year mandate to 2017, our vision is to continue to lead, learn and take action on the growing body of evidence and knowledge about cancer prevention and care. With a focused approach, the Partnership will execute its strategic priorities, tangibly measure and demonstrate the impact of how its pan‐Canadian cancer control strategy has reduced the burden of cancer on Canadians.

This position is part of the Strategy Division. This Division integrates the Strategy, Evaluation & Analysis, Knowledge Mobilization, Corporate Communications and Public Outreach & Engagement functions to support and drive CPAC’s overall effectiveness against its key goals and outcomes. The division includes advancing progress of the First Nation, Inuit and Metis cancer control strategy through active engagement and involvement with key partners and stakeholders. The division is responsible for strategy development and for measuring progress of the strategy through the development of common performance and evaluation tools and methods. Putting data to work in a systematic way, this Division supports and fosters the development of an outcome‐driven performance culture, both within the organization and with partners, across the broader health system.

Overview of Role
Reporting to the Vice President, Strategy, the Director, Knowledge Mobilization is accountable for leading efforts to support our Knowledge Mobilization (KM) mandate and function for the organization. Knowledge Mobilization refers to moving the available knowledge produced by the Partnership in collaboration with our partners into active use. The Knowledge Mobilization portfolio seeks to support and make connections between evidence and policy and practice in order to improve outcomes and is focused on knowledge sharing between knowledge producers and knowledge users. Of primary importance is to ensure that evidence, knowledge and knowledge products are broadly disseminated for action and impact across our partner
networks that support increased efficiency and acceleration of cancer control in Canada. A major component of this position is the oversight of digital strategy through cancerview.ca and our corporate presence to support the dissemination, uptake, and virtual collaborations required to support the strategy and enable our partners. Of key importance will be the growth of meaningful online engagement. The Director establishes strong collaborations with all program areas, and works closely with Directors of Communications and Outreach, IT, and the Delivery Management Office to ensure a coordinated approach to the delivery of work. The Director is a member of the Partnership’s Strategic Management Committee that includes the CEO, Vice Presidents and Directors, and will contribute to the organization’s strategic decision making to achieve its mandate in cancer control.

Mandate‐Specific Accountabilities

• Develop strategies and articulate how to deploy Knowledge Mobilization as a core‐enabling function to support the strategic direction of the organization and cancer strategy, and to support the delivery of high impact programs
• Provide oversight and direction to a team that exemplifies integrated approaches to the delivery of work with other program and core enabling areas of the strategy. Ensure that all members of the KM team function closely with program areas of the organization on integrated initiatives both to deliver on programs, develop adoption and KM plans, and to provide ongoing evaluation and information to support the further development of resources
• Develop common process, methods and tools for the use of evidence, approaches to mobilization/adoption, and measurement of the impact of KM’s role in supporting an effective pan‐Canadian collaborative approach to the delivery of the cancer control strategy
• Use KM principles to ensure that learning and experiences are being captured and shared 1) within the organization so that learning can be leveraged and used to inform future approaches to our work, and 2) shared more broadly with the cancer control and health system
• Work closely with the Director, Strategy, Evaluation & Analytics to ensure that the measurement and reporting of KM effectiveness is embedded in the overall performance measurement strategy for the organization
· Overall responsibility for content, organization and accessibility and use of the Partnership’s online strategies and properties, including cancerview.ca and all of the Partnership’s knowledge mobilization tools and properties
• Execute and refine the road map and long‐term plan for digital strategy in close collaboration with all program areas of the organization to enable their work
• Explore and deepen relationships with key partners to expand generation and use of high‐quality online Canadian cancer content through the newly launched blog.cancerview.ca, and cancerview.ca itself
• Oversee the promotion and expanded use of cancerview.ca, including its virtual collaboration tools by Partnership staff and advisory structures, partner organizations and individual groups across Canada
• Directly manage a joint staff team for online properties, develop comprehensive plans to use the tools available through cancerview.ca including social media, eLearning, collaboration, and repositories on the cancerview.ca and support our corporate presence. Work closely with and co‐oversee support of the corporate presence with the Director of Communications & Outreach
• Ensure close top‐down working relationships with the IT team, to inform the technology roadmap for the portal, and ensure appropriate use of technology. Establish processes and procedures to ensure the alignment of technology and business requirements
• Work closely with Communications and Talent Management to support expanded use of the intranet to support staff orientation and ongoing communications
Develop and implement Knowledge Mobilization and Adoption Strategies to leverage the work of the Partnership
• Lead the evolution and evaluation of the www.cancerview.ca online content strategy to advance the overall cancer control strategy. Develop methods for ongoing evaluation and reflection on metrics of specific components and resources on cancerview.ca with program areas
• Actively work with program areas and other core enabling functions to develop KM plans for the delivery of the strategy
• Create knowledge products and resources that can be leveraged to improve the effectiveness and efficiency of the cancer control system.
• Communicate the Partnership’s role in KM to cancer and health system stakeholders
• Lead the development of a synthesis of methods, metrics, and results of the various Partnership
evaluative efforts to support understanding and articulating the collective KM impact of our work to date, and to guide future approaches to identifying, disseminating and implementing best
practice in adoption, KM and evaluation
• Apply KM principles to support organizational learning from the work of the strategy, with
emphasis on disseminating learnings about effective KM approaches. Develop opportunities for
education and learning about KM approaches
• Maintain common resources such as the Contacts Manager system for corporate distributions and stakeholder relations
• Oversee the team responsible for the development of common methods, processes and resources for the use of Evidence

Evidence Synthesis
• Provide oversight for a strategy to support the evidence and synthesis needs of the organization in implementing the cancer strategy. This includes establishing common methods and processes to support the use of evidence
• Support the development of strategies to develop networks and establish collaborations with
other organizations involved in the synthesis and methods for use of evidence within agencies and other national organizations
• Establish a library function to support the requirements of the Partnership

Planning and Other
• Responsible for developing division strategy and goals, annual work and operational plans,
appropriate metrics, allocating resources and delivering results on time and within budget
• Participate actively in the Partnership’s Strategic Management Committee, which includes the CEO, Vice Presidents and Directors
• Assist the VP as directed

Essential Skills and Attributes
• Superior knowledge of and experience developing successful knowledge translation/mobilization strategies and tools, processes and environments to support their success
• Strong experience in effective and innovative online content development as an engagement tool to support the advancement of health care strategies
• Demonstrated strategic leadership and management skills, proven project management skills
• Strong knowledge and experience with program evaluation and measurement strategies
• Strong internal and external relationship management skills, including ability to influence, engage and align multiple stakeholders in the development and implementation of strategy
• A team builder with the capacity to engage individuals both within the organization and from different organizations and interests points to collaborate on joint projects
• Knowledge of the KTE community and KTE research in Canada and internationally
• Excellent knowledge and demonstrated experience of health sector issues/challenges, preferably cancer
• Strong cancer control knowledge base and established stakeholder relations/networks at both the provincial and national level
• Ability to proactively lead and respond to change
• A commitment to collaboration and a joint‐accountability approach
• Strong mentoring, coaching and knowledge‐sharing skills, ability to interact and work effectively with staff
• Excellent analytical, interpretive and problem solving skills
• Adaptability, flexibility; ability to prioritize and multi‐task within a fast‐paced environment
Experience and Education
• Master’s degree or higher in Communications, Marketing, Strategy, Information Learning or Health Sciences,
• Minimum 7 years progressive experience in a related role(s) including Digital communications products and strategies
• Proven management leadership experience including teams and complex initiatives
• Experience and confidence in providing strategic recommendations that result in effective knowledge programs and drive results
• Highly motivated strategic thinker who is skilled at anticipating issues and recommending and
implementing solutions that result in effective outcomes
• Strong stakeholder relations expertise
• Previous experience providing strategic knowledge translation, marketing, or communication counsel to executives and senior leaders
• Experience working on pan‐Canadian initiatives and ability to communicate effectively in both official languages would be an asset
• Experience in not‐for‐profit an asset
